2005 HUBERT H. HUMPHREY FELLOWSHIP PROGRAM 

(MID-CAREER TRAINING IN THE UNITED STATES OF AMERICA)
 
O pportunities are now available for Malaysian mid-career professionals to participate in a prestigious fellowship program in the United States. The Hubert H. Humphrey Fellowship is for one academic year of non-degree advanced study as well as practical, work-related 
experiences. The fellowships are granted competitively to candidates in various fields such as: Agriculture, Banking and Finance, Business (including Marketing and Trade), Communications /Journalism, Economic Development, Educational Planning, Natural Resources/ Environmental Management, Human Resource Development, Drug Abuse, Epidemiology, Education, Treatment and Prevention, Public Administration and Public Policy, (including Customs, Taxation Policy, international Relations, Democratic Development, Utilities Management) Law/ Human Rights (includes Refugee Law, Criminal Justice, Civil Rights and Women's Rights), Public Health and Nutrition (includes hospital administration), Planning and Resource Management (includes urban and regional planning; waste water management), and Technology Policy. Emphasis is placed on practical knowledge that will be directly useful to fellows upon return to their countries. The university programs do not address themselves to the scientific or technical aspects of these fields, but rather to the broad policy-making and problem-solving issues.


ELIGIBILITY  
Applicants must be citizens of Malaysia.  Applicants should be at a level in their careers at which they will receive maximum benefit from a year's study in the United States. They must be currently employed in public sector or private sector organisations and agencies with a public service orientation and have assurances of reemployment upon their return home.

They should have a career pattern of at least 5 years of progressively responsible professional experience and have demonstrated leadership qualities.

In addition, a candidate should:

  • be in good health.
  • have at least a Bachelors (Hons.) degree. 
  • Candidates must be willing to share their knowledge of Malaysia with social, civic and other groups while in the United States.
  • Candidates must exhibit English proficiency adequate for graduate studies in United States and have a TOEFL (CBT) score of at least 123 on a test taken no later than two years prior to the time application. 

PROVISIONS OF THE AWARD  
The Humphrey Fellowship provides for international travel, tuition and fees, books and monthly maintenance stipend for one academic year. Limited funds are available for professional development enrichment activities such as attendance at conferences and field trips, and subsidy for computer purchase.  Most grants are for full funding. Cost sharing by a candidate's employer/home institution is encouraged, as this will enable MACEE to offer program funding to addtional deserving applicants.

All applicants must use a standard application form available from MACEE. Each request should be accompanied by a self-addressed, stamped (RM1.00) envelope (15" x 10"). OR

Applicants from government agencies are required to submit their completed application forms through their respective Heads of Department who will then submit them to the Director, Training Division, Public Services Department, Aras 5, Block C1, Parcel C, Pusat Pentadbiran Kerajaan Persekutuan, 62510, Putrajaya, Wilayah Persekutuan.

Applicants from the private sector should submit their applications directly to the Program Officer, MACEE.

The completed application must arrive at MACEE by September 30, 2004.
